EIMIN: Management and service delivery of state IT infrastructure will be centralised

An initiative by the Ministry of the Economy and Innovation (EIMIN) consolidates the management of state information technology (IT) infrastructure and enables state institutions and bodies to benefit more quickly from centralised IT services. The Government today approved amendments to this effect.

“Accelerating the move towards centralised IT services and the use of a centrally managed IT infrastructure would make the delivery of e-services even more secure and ensure that state data is not lost and service delivery is not disrupted. This is particularly important in the current volatile geopolitical situation. Storing state information resources in well-equipped data centres and a reliable IT infrastructure would not only make the storage of such important data safer and more convenient; it would also contribute to accelerating digitalisation in the state sector,” said Aušrinė Armonaitė, Minister of the Economy and Innovation.

The resolution of the Government establishes the operating conditions for state IT service providers and lays the groundwork for the creation of a catalogue of centrally provided IT services, which will contain information on both the services themselves and the providers of these services. Thus, the centrally provided IT services of state institutions and bodies and the providers of these services will be available in one place. 

The decision of the Government also adds to the list of State Data Centres by including a new State Data Centre managed by the Lithuanian Radio and Television Centre. 

To ensure that data is not lost in the event of emergencies, requirements for the storage and disaster recovery of state information resources and their copies in data centres are also laid down. Requirements for the accreditation process for information systems to ensure that the funds allocated for the development of the information system are used appropriately and that the output produced is of high quality are set out as well. 

“These legal changes will allow us to optimise the IT infrastructure needed for the functioning of state information resources and ensure that it is used even more efficiently. This will allow us to consolidate the competences needed to service the state IT infrastructure more quickly and conveniently, enable even smoother implementation of the processes ensuring coordination of the digitalisation initiatives, and create an efficient and reliable governance system for the state’s information resources,” said Erika Kuročkina, Vice-Minister of the Economy and Innovation.

The Government’s decision also makes more institutions providers of state IT services. In addition to the State Digital Solutions Agency, which has already been designated as the state IT service provider, other institutions are also being formalised: the Centre of Registers, the Lithuanian Radio and Television Centre, and the Core Centre of State Telecommunications. The Information Technology and Communications Department, which currently provides services to institutions under the authority of the Minister of the Interior, will also temporarily perform these functions.  

The resolution approved by the Government implements the provisions of the Law on Management of State Information Resources, which entered into force at the beginning of this year.
