Change in regulatory burden for the period 2014-2023
The current regulatory burden monitoring system in Lithuania includes not only costs related to reporting requirements but all obligations for businesses, including compliance costs and administrative burden. All institutions are obliged to evaluate the regulatory burden expected to arise from proposed legal acts and compare it with the existing burden arising from the legal act being amended. Draft legal acts and their impact assessments are submitted to the Ministry of the Economy and Innovation, which is responsible for monitoring the change in the overall level of regulatory burden on business imposed by Lithuanian public authorities. The aim is to continually seek to either maintain the overall level of regulatory burden caused by each institution's regulations or to reduce it, following the One-In, One-Out Rule.
This system allows us to monitor the level of regulatory burden in Lithuania. Overall results are presented below (the left side indicates an increase in burden, while the right indicates a decreased):
From the start of regulatory assessment in 2014 through the end of 2023, the total reduction in administrative burden equals 155 million euros. Evaluation of compliance costs has been conducted since 2023. During 2023, compliance costs increased by 1.9 million euros, while cumulative regulatory burden increased by 0.55 million euros.
