The Ministry of the Economy and Innovation is involved in shaping the policy of the development of human resources and is responsible for its implementation. Human resources mean working age population (from the age of 16 to the post-retirement age) while the development of human resources is the process of expansion and deepening of knowledge, skills and competences of the said population.  

Policy implementation in the field of human resources is aimed to:

  • develop forecasting and monitoring system of human resources which could help link  job with qualification and offer the possibility to follow and measure the results of education on the basis of objective evidence;
  • create jobs attractive to skilled employees;
  • develop life-long learning possibilities. Adults and especially older workers will be strongly encouraged to regularly update and develop their competences through their participation in vocational training and continuous education. With the growing demand for life-long learning more flexible education methods as well as specialized education services and efficient instruments to recognise non-formal and informal learning results will be required;
  • further improve the system of vocational guidance. Guidance and counselling services aimed to facilitate the transition from education to work or job transitions need to contribute to the life-long learning possibilities in both initial and continuous training;
  • develop the system of capacity assessment and acquisition of qualification to the working population.

Recognition of the regulated professional qualifications in the Republic of Lithuania is coordinated by the Ministry of the Economy and Innovation. The coordinate institution designates a Coordinator for the recognition of professional qualifications, who provides information for the EU Commission and other Member States, and also performs other functions.

The Ministry of the Economy and Innovation, as the contact institution following Directive 2005/36/EC of the European Parliament and of the Council on the recognition of professional qualifications, is responsible for:

  • providing necessary information to the citizens and contact points of other Member States concerning the recognition of professional qualifications including information relating to the national laws, regulated professions and professional activities as well as laws on social security and, where appropriate, the rules of ethics;
  • in cooperation with the contact points of other EU Member States and the competent authorities of the Republic of Lithuania, assisting citizens in realizing the rights determined in the Law on the Recognition of Regulated Professional Qualifications of the Republic of Lithuania;
  • administrating the website of the recognition of the regulated professional qualifications in the Republic of Lithuania;
  • arranging and organizing the publishing of the methodological and information-related materials.

Following the 15 July 2014 Order No 4-486 of the Minister of Economy on the Approval of the List of the Regulated Professions, 44 regulated professions exist in the Republic of Lithuania.

Lithuanian Assistance Centre for the Recognition of Professional Qualifications

WHO ARE WE?
Assistance centres are operated across all the Member States of the European Union (EU), the European Economic Area (EEA) and Switzerland to provide information regarding the recognition of professional qualifications to persons intending to pursue a regulated profession in the Member States.

In Lithuania, the functions of the assistance centre for the recognition of professional qualifications are performed by the Ministry of the Economy and Innovation. The Assistance Centre was established in accordance with Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications.

The activities of the Assistance Centre are regulated by the following legal acts of the Republic of Lithuania:
• the Law on the Recognition of Regulated Professional Qualifications;
• Resolution No 637 of the Government of the Republic of Lithuania “On the implementation of the Law of the Republic of Lithuania on the Recognition of Regulated Professional Qualifications”.

WHAT ASSISTANCE DO WE PROVIDE?
• We provide assistance on issues regarding the recognition of professional qualifications for citizens and for assistance centres of other Member States: we provide assistance on the procedures for the recognition of professional qualifications in Lithuania and other Member States, on regulated professions, on issues regarding the European Professional Card, among others.
• We help citizens of Lithuania and other Member States to exercise the rights granted to them by the Law on the Recognition of Professional Qualifications and the Directive on the recognition of professional qualifications. Where necessary, we cooperate with the assistance centres, competent authorities and contact centres of the Member State of origin or host Member State.
• We are the competent authority for the processing of Internal Market Information System (IMI) files and the issuance of European Professional Cards when the profession in which a person intends to be established or provide services on a temporary and occasional basis in another Member State is not regulated in Lithuania.

Queries submitted by e-mail are answered as soon as possible, within 5 working days. If replying to the questions formulated in the query requires obtaining information concerning the authorities or education institutions of Lithuania and/or other Member States, the applicant will be informed that the query has been accepted and that an answer will be provided as soon as all the necessary information has been received.

The Lithuanian Assistance Centre provides advice on the recognition of professional qualifications free of charge. The competent authorities of the Republic of Lithuania do not apply any taxes for the recognition of professional qualifications and consultations.

After the start of Lithuania’s integration into the European Union, the Lithuanian Classification of Occupations was prepared on the basis of the then applicable International Standard Classification of Occupations ISCO-88 approved by the International Labour Organisation (ILO) in 1988 and the EU version ISCO-88 (COM) of this Classification. The Lithuanian Classification of Occupations was launched to collect statistical data and publish statistical information on 1 January 2000.

When the revised structure of the International Standard Classification of Occupations ISCO-08 was approved by the ILO in 2008, the updating of the Lithuanian Classification of Occupations was commenced.

The structure of the Lithuanian Classification of Occupations according to ISCO-08 was approved in 2009. The updated structure of the Classification has been used for statistical wage structure surveys since 1 January 2010.

The code list of the Lithuanian Classification of Occupations was approved in 2010. At the occupational level, the Classification has been used in statistical surveys since 1 January 2011.

The applicable Lithuanian Classification of Occupations LPK 2012 based on the updated International Standard Classification of Occupations ISCO-08 is available in the Central Classification Database.

The Ministry of the Economy and Innovation has been responsible for managing the Lithuanian Classification of Occupations since 2011. The preparation and management of the Classification of Occupations is entrusted to the Talent Policy Group.
