Interoperability
The Interoperable Europe Act entered into force on 11 April 2024, marking a significant step towards strengthening interoperability in the public sector. The purpose of this Act is to ensure interoperability between the public sector information systems of the Member States of the European Union, to promote cross-border cooperation between institutions in order to increase administrative efficiency, reduce costs, and improve the quality of services for citizens and businesses throughout the EU.
The Interoperable Europe Act will facilitate cross-border data exchange and accelerate the digital transformation of the public sector. The Act is crucial to achieving the EU's digital decade goals, such as ensuring that 100% of key public services are available online by 2030.
Citizens, businesses, and public administrations will benefit most from the new regulation by using interconnected digital public services that require cross-border data exchange. Examples of such services include the mutual recognition of academic diplomas or professional qualifications, the exchange of vehicle data for road safety purposes, access to social security and health data, the exchange of information related to taxes, customs, public procurement accreditation, digital driving licenses, and commercial registers. Based on the impact assessment report, this act is expected to save up to €5 billion annually. By resolution of the Government of the Republic of Lithuania, the State Digital Solutions Agency (SDSA) has been designated as the competent authority and single point of contact for the implementation of the European Interoperable Act in Lithuania.
The SDSA is responsible for:
- Coordinating interoperability assessments and assisting institutions in carrying out these assessments;
- Promoting and sharing interoperability solutions through the Interoperable Europe Portal;
- Ensuring a smooth cross-border data exchange process.
