Feasibility study on incentives for business to invest in R&D (Project No 02-001-P)

The main objective of the project is to carry out a feasibility study on the system of incentives for business to invest in R&D in Lithuania and in five selected EU countries.On the basis of the study on incentives for business to invest in R&D, the project aims to review and identify 20 amendments to the existing legislation regulating R&D and innovation in Lithuania, which would reduce gaps and duplication between different instruments of support to R&D, and to create a set of coherent support measures with clear logical links between the different funding instruments and between the various innovation support services provided.

Project activities: Preparation of a feasibility study on incentives for business to invest in R&D&I, including analysis, evaluation, preparation of proposals and presentation of the proposals prepared.

The main problems to be addressed by the project are the insufficient number of enterprises engaged in innovative activities and the insufficient support for Lithuanian enterprises engaged in R&D activities.

The project achieved the following results:

  • An overview of the incentives for business to invest in R&D&I in Lithuania and EU countries was carried out;
  • Recommendations on how to improve the effectiveness of incentives for business to invest in R&D&I in Lithuania;
  • Description of the existing processes and proposed processes of the incentive system;
  • A review of the existing regulatory framework for incentives for business investment in R&D&I;
  • A list of proposed changes to the legislation.

The project will benefit all project target groups:

  • Public sector institutions (EIM, MoF, MoI, IA and others);
  • Lithuanian companies carrying out R&D&I activities;
  • Public.

Project implementation period - 2022-09-22 to 2023-08-31

The total budget for the implementation of the project is EUR 55 000.00.

The project is financed by the EU.
