Lithuania strengthens its artificial intelligence ecosystem: National AI Strategic Guidelines Drawn Up
The Ministry of the Economy and Innovation (EIMIN) has drawn up national strategic guidelines for artificial intelligence (AI) for the period 2026–2035. These guidelines envisage a rapid transition from isolated AI initiatives to a coordinated, nationwide ecosystem.
"Artificial intelligence is a technology of the present, not the future. Therefore, our goal is for Lithuania to not only consume these technologies, but also to create and lead in this field. AI must become a real tool for strengthening the state, business, science and society, and for creating high added value and a competitive economy. We will work in the directions outlined in the strategy to strengthen the AI ecosystem, and the successful implementation of these guidelines is expected to generate approximately €10.1 billion in value for the Lithuanian economy,' said the Minister of the Economy and Innovation, Edvinas Grikšas.
The Innovation Agency, which supports the growth of businesses in Lithuania and is subordinate to the Ministry of the Economy and Innovation, is also contributing to the development and practical implementation of the AI strategic guidelines. The agency will prepare an action plan outlining specific measures to achieve the priorities set out in the strategic document regarding AI, including empowering people, developing secure AI, ensuring the technological infrastructure and data necessary for its dissemination, and using AI to empower the public good and drive the Lithuanian economy.
'It is crucial that the AI solutions being developed are effective and implemented in both the business and public sectors. The Innovation Agency's role is to facilitate the transition from a shared vision to practical implementation. Therefore, our goal is simple: to ensure that artificial intelligence solutions in Lithuania are developed, tested and implemented quickly,' says Paulius Kamaitis, Acting Director of the Innovation Agency.
Key Priority Areas
The first priority area of the AI strategic guidelines is developing AI competencies and empowering people. The aim is to ensure that people in Lithuania are able to use AI in their professional activities, as well as to create, develop and implement reliable AI solutions. Furthermore, developing AI in Lithuania will serve to reduce regional disparities and create conditions that allow highly qualified talent to work throughout the country.
The second priority is to make AI technology infrastructure and data the foundation for a technological breakthrough. This will be supported by government cloud services, high-speed computing capabilities, data architecture, common data models and certified datasets. These will accelerate AI development in the public sector and academia, speed up the transformation of the Lithuanian economy, and enhance the country’s resilience.
The third area of focus is the use of AI for the public good. The focus will be on public welfare, human rights, security, and the prevention of abuse. The public sector will play a pivotal role in developing and implementing AI solutions in accordance with the AI priority principle. AI competencies among public sector employees will be strengthened and more public procurement will be carried out to acquire reliable AI solutions.
The fourth area of focus envisages AI becoming the driving force behind the Lithuanian economy, building on the results achieved in the previous areas. This would enable businesses to develop and implement AI technologies more quickly and on a larger scale. This would be supported by employees capable of managing AI technologies, access to high-quality data and infrastructure, demand for AI solutions, improved e-services and increased efficiency of internal processes.
The benefits for business, science and society are clear: for business, the AI guidelines will provide clear direction and confidence that investments in AI in Lithuania are supported at the national level. The guidelines will create conditions that enable as many companies as possible, especially small and medium-sized enterprises, to begin using, creating and developing AI solutions. Furthermore, their implementation is expected to support businesses that align with the requirements of the EU AI Act.
For science, the actions outlined in the AI guidelines will increase investment in AI competencies and research rather than individual projects. This would strengthen interdisciplinary AI research, expand doctoral studies, attract more international researchers to the country and encourage closer collaboration between the research sector and businesses.
For society, the strategy aims to reduce the administrative burden, accelerate the delivery of public services to residents, and increase the efficiency and transparency of public sector operations through the application of AI. Additionally, it will contribute to strengthening national security, increasing resilience to disinformation and preserving the Lithuanian language and cultural identity in the AI era.
