More dual-use items will be banned from being exported through Lithuania
The Government approved the proposal of the Ministry of the Economy and Innovation to add to the National List of Controlled Dual-Use Items dual-use items with more than fifty headings and subheadings that are exported through Belarus and Russia via the territory of Lithuania, mainly to the countries of Central Asia, and that may be used in the conduct of hostilities in Ukraine.
“In order to limit the ability of Russia and Belarus to continue hostilities in Ukraine, which also threatens Lithuania’s security, Lithuania is taking decisive action by limiting the export of dual-use items to third countries via Russia and Belarus. The decision is based on data provided by the European Commission, which shows a significant increase in the export of sanctioned goods to Central Asian countries, which are likely to be used as weapons in the war against Ukraine,” said Aušrinė Armonaitė, Minister of the Economy and Innovation.
Additional dual-use items are added to the National List of Controlled Dual-Use Items to prevent sanctions circumvention schemes through companies of concern operating in third countries.
“After the European Union and its partners banned the export of military equipment and dual-use items to Russia and Belarus, the aggressor country started looking for other ways to acquire goods that are not classified as military equipment, but which can be used in the production of weapons and military equipment. For this reason, Lithuania is taking the initiative to prevent opportunities to circumvent the sanctions imposed on Russia and Belarus,” said Karolis Žemaitis, Deputy Minister of the Economy and Innovation.
The Ministry of the Economy and Innovation hereby undertakes to notify the European Commission and the Member States of the European Union of the export ban imposed.
This Decision shall enter into force on 3 July 2023 and shall expire on 2 January 2024.
