Plans to build a film studio in Vilnius: Cooperation Agreement Signed
The Ministry of the Economy and Innovation has signed a cooperation agreement with the Vilnius City Municipality, the Lithuanian Confederation of Industrialists and the Baltic Film & Creative Tech Cluster Association for the development of a film studio project in Vilnius.
'Lithuania leads the region in terms of the scale of audiovisual production, but talent and a favourable environment alone are not enough — modern infrastructure is essential for further growth. With this memorandum, we are forging a partnership between the state, the municipality and the business sector so that, by 2030, Lithuania can attract larger international projects and investment and foster faster growth in creative industries that generate high added value,' said Edvinas Grikšas, Minister of the Economy and Innovation.
Together with the Ministry of Culture, the Ministry of the Economy and Innovation will seek to have the film studio project recognised as one of national importance, and will review the strategy of the Lithuanian Exhibition and Congress Centre 'Litexpo' to create the conditions for implementing this project.
Under the agreement, the Vilnius City Municipality has committed to preparing an urban and socio-economic study of the area, drafting the necessary land-use planning documents, and creating conditions for faster project implementation.
'The rapid growth of Lithuania’s audiovisual content production sector has revealed a fundamental infrastructure shortfall — Vilnius lacks sufficient film studios that meet modern international standards and can ensure a stable and competitive production process year-round,' he says. The new film studio will strengthen Vilnius’ competitiveness in the Baltic and Northern European regions, help to attract more international projects and create better conditions for local creators and the development of Lithuanian talent,' says Valdas Benkunskas, Mayor of the Vilnius City Municipality.
The Lithuanian Confederation of Industrialists will represent the film studio project's interests at national and international levels, providing consultation on opportunities to attract public investment from national and international funds.

The film studio project in Vilnius will help fill this gap and strengthen not only the competitiveness of the creative industries, but also that of the entire Lithuanian economy. Most importantly, this project is based on a partnership between the state, the city and the business sector from the very beginning, which is essential for achieving a long-term breakthrough,’ says Raminta Radavičienė, Director General of the Lithuanian Confederation of Industrialists.
The 'Baltic Film & Creative Tech Cluster' association will seek to attract private investors, provide the necessary expert consultations and analysis for the project's development, and bring together other social partners to contribute to the implementation of the film studio project.
'Lithuania’s audiovisual sector — which encompasses film, TV series, advertising, and animation — reached a record turnover of €208 million in 2025. It is one of the fastest-growing, high-value industries in Lithuania — since 2017, its volume has grown by an average of 19 per cent annually, exceeding the country’s GDP growth rate by almost four times. 'Our research shows that a modern film studio would allow us to double the sector’s volume, attract much larger international film and TV projects, and create hundreds of new jobs,' says Romanas Matulis, director of the Baltic Film & Creative Tech Cluster association.
