Vytautas Bitinas will lead the State Enterprise Centre of Registers

Vytautas Bitinas, who has many years of experience in leadership, strategic management, information technology, and digitization, has been elected head of the State Enterprise Centre of Registers, which is administered by the Ministry of Economy and Innovation. Until now, he served as Chief Technology Officer at AB “Lietuvos geležinkeliai” and was a member of the boards of AB “Regitra” and UAB “LTG Kompetencijų Centras.” V. Bitinas will start his new role as head of the State Enterprise Centre of Registers on September 10. 

“The State Enterprise Centre of Registers manages highly important data, so the new director’s top priority is to ensure the highest level of security and the reliable operation of information systems. It is essential to strengthen technological security measures and system resilience, and to continuously assess risks. At the same time, we expect the new director to spearhead the technological modernization of the State Enterprise Centre of Registers, implementing modern, secure systems and providing high-quality services to residents and businesses,” says Edvinas Grikšas, Minister of Economy and Innovation.

The new head of the State Enterprise Centre of Registers has more than 20 years of experience in leadership and technology management. Since November 2022, he has served as Chief Technology Officer at AB “Lietuvos geležinkeliai,” coordinating the areas of IT, digitization, technical development, energy, and technology. Since January 2026, he has also been a member of the board of AB “Regitra,” responsible for digitization, IT, and cybersecurity, and since June 2025, a member of the board of UAB “LTG Competence Center.”

“As the new head of the State Enterprise Centre of Registers, my first priority will be to strengthen public trust in this institution and the services it provides. Data security and the reliable operation of our systems are particularly important in this regard. We must ensure the highest standards of data protection and cybersecurity, strengthen the resilience of our systems, and be prepared to respond quickly to potential threats. This will require not only technological solutions but also a strong team, clear processes, and close cooperation with the relevant authorities. I will strive to make the State Enterprise Centre of Registers an effective, responsible organization that earns the public’s trust,” says V. Bitinas, who has been elected as the new director.

Previously, V. Bitinas headed the strategy and development divisions at UAB “EPSO-G” and AB “Lietuvos paštas.” There, he was responsible for the strategic management of corporate groups, the implementation of strategic projects and programs, risk management, and IT and organizational development. At “Lietuvos paštas,” he also headed the IT department and implemented an automated parcel sorting program.

V. Bitinas earned a master's degree in computer engineering at Kaunas University of Technology.
