Call for proposal to establish the "LitAI" artificial intelligence factory
The Ministry of Economy and Innovation (EIMIN) is launching the “LitAI” artificial intelligence (AI) factory – a call for application for the allocation of a portion of state budget funds has been announced. A Lithuanian consortium led by Vilnius University, which is scheduled to receive European Union (EU) co-financing under a previous call for AI factories, will be eligible to apply for this call. The project will begin once Vilnius University and its partners have submitted the required documents and signed the national and international project agreements.
“The Artificial Intelligence Factory is one of Lithuania’s most important initiatives for strengthening the country’s AI infrastructure and innovation ecosystem. By implementing this project, we will create more favorable conditions for Lithuanian companies, the public sector, and academia to utilize advanced artificial intelligence technologies and significantly accelerate the development of innovation. This is a strategic step that strengthens Lithuania’s position in international markets, allowing us not only to utilize AI solutions but also to develop them rapidly and securely. The facility will also increase Lithuania’s appeal to international technology companies and investors,” says Edvinas Grikšas, Minister of Economy and Innovation.
The minister also emphasizes that access to the national AI infrastructure will enable the Lithuanian AI ecosystem to save approximately 100 million euros, while the additional economic benefits generated by the AI factory’s services will amount to another 150 million euros.
Half of the AI factory project’s €130 million budget will be allocated by the Ministry of Economy and Innovation, while the other half will be covered by funds from already approved EU programs through the joint venture “EuroHPC,” which will co-finance the project.
The project is being implemented in collaboration with Lithuanian scientific and public sector institutions and business associations. The factory is expected to become an advanced national center for technology and expertise, bringing together supercomputer infrastructure optimized for artificial intelligence, data, AI expertise, and related development programs and services.
The “LitAI” AI hub will comprise the only national AI infrastructure of this scale in the Baltic states, dedicated to the development and application of advanced AI solutions in business, academia, and the public sector, and will contribute to strengthening digital sovereignty.
The project will contribute to the goals of the “3i” plan implemented by the Ministry of Economy and Innovation to accelerate investment in innovation, strengthen the development of advanced technologies, and create high-value-added jobs in Lithuania.
The deadline for submitting an application is September 30, 2026.
