EIMIN continues to digitise and improve public services

The Ministry of the Economy and Innovation continues to invest in improving digital services in the public sector. The 23 projects selected for funding include 8 projects by public authorities and institutions and 15 projects by municipalities. They will improve digital services for citizens and businesses.

"By improving digital services in the public sector, we will strengthen Lithuania's competitive advantage as one of the most digitised countries in the world. It will also help us achieve our ambitious goal of making almost all services of state institutions and municipalities digitally accessible in the next few years," said Aušrinė Armonaitė, Minister of the Economy and Innovation.

The funding will enable public institutions and bodies to implement important digitisation projects. For example, the State Data Agency will modernise the services of the Official Statistics Portal and develop digital solutions for new administrative services, while the Centre of Registers will implement two projects introducing more user-friendly artificial intelligence solutions and modernising the business register system.

The State Service for the Protection of Children's Rights and Adoption will develop a more advanced information system for the protection of children's rights, and the State Data Protection Inspectorate will adapt its information system to the requirements of the General Data Protection Regulation (GDPR).

The State Patent Office will develop an artificial intelligence-based searcher to identify similarities between trademarks and designs. The Fire and Rescue Service will implement an innovative platform to facilitate the management of fire safety activities.

"Lithuania already has one of the most advanced digital public services in the EU. According to the State Data Agency, they are used by around 72% of the population aged 16-74. Therefore, we need to further improve them to make them more user-friendly for both the clients of public institutions and the residents of various Lithuanian municipalities," said Erika Kuročkina, Deputy Minister of the Economy and Innovation.

Projects from various Lithuanian municipalities will also receive funding to improve digital public services. For example, Vilnius City Municipality will digitise educational support services for children with special educational needs. Jonava, Biržai and Kretinga districts will develop digital solutions for health services using artificial intelligence. In Alytus region, digital solutions based on artificial intelligence and e-consent will also be implemented in health care institutions.

In public transport in Alytus and Šiauliai regions, e-ticketing and passenger information systems will be developed. The municipalities of Rokiškis, Ukmergė, Šakiai, Varėna, Skuodas, Joniškis, Širvintos and Vilkaviškis districts and Visaginas plan to digitise their cemetery data and create cemetery databases.

On the initiative of the Ministry of the Economy and Innovation, around €21 million has been allocated for these public sector projects: more than €13 million for state institutions and bodies and around €8 million for municipalities.

Public institutions and bodies and municipalities planning to implement projects to develop or improve digital solutions can submit their implementation plans to the Central Project Management Agency (CPMA) by 30 July this year, or by 31 August if an investment project or feasibility study must be submitted with the project implementation plan.

More information on the calls for public authorities and bodies and municipalities can be found on the European Union Investment website

The measure is implemented within the framework of the "Next Generation Lithuania" plan, which is funded by the European Union's "NextGenerationEU" instrument.
