EIMIN: Lithuania ranks 6th in the European eGovernment Benchmarking Survey

Lithuania's performance in digitising the public sector has once again been assessed on a European scale. The e-Government Benchmark 2024 shows that our country is among the leaders in the quality of digital public services, moving up from 7th to 6th place among 37 European countries in one year. 

"Most of the digitalisation indicators assessed for Lithuania are above the European Union average. So, by strengthening this area and improving the quality of public services, we have received yet another international recognition. This shows that we are on the right track in improving public services for businesses and citizens, and that we are actively pursuing our ambitious goal of making almost all public services digitally accessible in the next few years," said Aušrinė Armonaitė, Minister of the Economy and Innovation.

The annual e-government benchmarking survey shows that Lithuania is among the most advanced countries in Europe, ranking 6th with a score of 86 out of 100. 

"Lithuania's digital public services are already among the most advanced in Europe, with about 72% of the 16-74 age group using them. By improving these services, we aim to make them even more convenient, modern, transparent and international for citizens and businesses," says Erika Kuročkina, Deputy Minister of the Economy and Innovation.

The eGovernment survey analyses digital public services according to 4 main criteria: user orientation, transparency, technical adaptability of e-services and cross-border e-services. Higher scores indicate better performance and lower scores indicate areas for improvement.

Lithuania's highest score was 94 points in the area of technical adaptation of e-services. Lithuania's performance in this area was particularly strong in the areas of digitisation of records (100 points), electronic documents (91 points), prefilled forms (92 points) and electronic identification (94 points). 

The indicator on electronic identification should be highlighted, as it is particularly important for the provision of a reliable and efficient personal identification service. It has increased from 89 to 94 points in the previous survey. The average score for the European Union Member States for this eID indicator is 71 points.

Lithuania has also improved in the area of consumer orientation, scoring 94 points. In this area, Lithuania scores best in the areas of consumer assistance (97 points) and internet access (92 points). In last year's survey Lithuania scored 93 points.

Citizens in 37 European countries took part in the eGovernment Benchmarking Study to assess digital government services. They rated more than 14,000 public sector websites.

Malta (97 points) and Estonia (92 points) are the top performers in Europe, followed by Luxembourg (90 points) and Iceland (90 points). Other EU leaders are Finland (88 points), Lithuania (86 points) and Denmark (85 points). The average score for EU countries was 76 points.
