EIMIN: Lithuania Ranks the Record 10th Place in the OECD Open Data Survey
The open data policy implemented by Lithuania has received another international recognition. According to the Open Data Index (OUR Data Index) carried out by the Organisation for Economic Co-operation and Development (OECD) in 2023, Lithuania ranks 10th among the Member States of the OECD.
Since 2019, our country has moved up by 22 places from the 32nd place. Lithuania is in the top open data category along with South Korea, France, Poland, Estonia, Spain, Ireland, Slovenia, Denmark and Sweden.
“The fact that Lithuania ranks 10th among the Member States of the OECD suggests that we are successfully meeting our digital policy goals, opening up even more data and creating more opportunities for Lithuania, businesses and citizens. In all categories we were above the average of the OECD. This shows our country’s comprehensive approach to open data initiatives, which will add even more value in the future,’ said Aušrinė Armonaitė, the Minister of the Economy and Innovation.
It is estimated that the practical use of open data could reach 1.71% of the country’s GDP in 2026. The size of the open data market in Lithuania could reach EUR 125 million in 2025 and EUR 285 million in 2026.
The OECD study covered 3 main areas: data availability, data accessibility and Government support to re-use.
“We are opening up more and more data to strengthen the digital state. In Lithuania, we have already improved the legal framework for opening up and re-using data, and we are effectively working with stakeholders both at national and international level to promote data re-use. These achievements have placed us high among the Member States of the OECD”, says Erika Kuročkina, theDeputy Minister of the Economy and Innovation.
During the period covered by the Index, around 1500 datasets were inventoried and opened on the Lithuanian Open Data Portal. The number of downloads in 2021 was almost 16,000.
EIMIN and the Information Society Development Committee (ISDC) have also initiated an informal club of data opening coordinators to share issues, challenges, problems and practices.
The OECD Open Data Index has been measured since 2015. In 2023, 36 Member States and 4 accession countries of the OECD were assessed.
This year, Lithuania was also ranked in the annual European Data Portal survey, rising six places to a record 7th place among 35 countries.
