Lithuania's experience in shaping a responsible artificial intelligence policy presented in Geneva

Darius Zailskas, Deputy Minister of Economy and Innovation, paid a working visit to Geneva, Switzerland, where he participated in one of the most important events in digital policy – the global information society forum “WSIS Forum 2026.” During a ministerial roundtable discussion, D. Zailskas presented Lithuania’s artificial intelligence (AI) policy directions, emphasizing the importance of investing in human skills and data infrastructure, as well as international cooperation.

“Lithuania is not only implementing cutting-edge artificial intelligence solutions, but is also actively contributing to international cooperation in establishing responsible AI governance. We are implementing a national artificial intelligence strategy and developing the national artificial intelligence hub “LitAI,” which will strengthen the country’s innovation ecosystem and accelerate the creation of advanced artificial intelligence solutions. The opportunity to present these and other initiatives at one of the world’s most important digital policy forums confirms that the solutions developed in Lithuania are recognized globally and are becoming a significant foundation for international cooperation,” says D. Zailskas, Deputy Minister of Economy and Innovation.

The Deputy Minister also participated in a high-level session on new technologies, where he presented Lithuania’s digital transformation model, the national AI strategy, and the AI infrastructure being developed, emphasizing that a consistent focus on data management and digital public services has paved the way for the rapid development of AI in Lithuania. 

Another important highlight of the visit was an international discussion initiated by the Lithuania’s Permanent Mission to the United Nations and opened by D. Zailskas, focusing on the principles of global AI regulation based on human rights, democratic values, and the responsible use of technology. During the discussion, international experts discussed the Vilnius Convention – the world’s first legally binding international treaty on artificial intelligence, designed to ensure that AI systems are developed and used responsibly.
