Lithuania's FEZ will receive 20 million euros for the development of sustainable and efficient energy infrastructure
The Ministry of Economy and Innovation (EIMIN) has approved the “LEZ Green Industrial Park” state aid scheme, under which up to 20 million euros are earmarked for the development of sustainable and efficient energy infrastructure in Lithuania’s free economic zones (LEZ).
“We are looking for solutions that would help reduce energy costs in industrial areas. By storing cheaper or surplus energy and using it when energy is more expensive, companies could mitigate the impact of price fluctuations. Therefore, we will allocate up to 20 million euros for sustainable and efficient energy solutions that will enable companies in the Lithuanian Free Economic Zone (LEZ) to manage their energy costs more effectively, make greater use of renewable energy, and reduce their dependence on fossil fuels. This will also strengthen Lithuania’s competitiveness and attractiveness to investors,” says Edvinas Grikšas, Minister of Economy and Innovation.
This is one of the first targeted measures in Lithuania focused not on modernizing the production processes of individual companies, but on developing a shared energy infrastructure within FEZ territories. It will create the conditions for developing sustainable, integrated energy solutions that companies operating in FEZs will be able to use.
Under the state aid scheme, funding will be provided for the installation of solar power plants in FEZ territories, investments in battery energy storage systems – which will allow for the storage of excess energy and increase the use of renewable energy sources – as well as ice-based energy storage systems. The latter will enable the production of industrial cooling during off-peak hours, thereby reducing peak energy demand.
Funding will also be allocated for waste heat recovery and reuse facilities, as well as for infrastructure for the production, storage, and distribution of heat and cooling. This will enable more efficient use of waste heat generated in LEZ areas, reduce the need for additional energy, and lower costs for businesses.
Companies operating in the FEZs will benefit, and projects eligible for the grant will be selected during the call for proposals. Applications may be submitted by FEZ management companies, as well as potential project partners – utility companies and centralized heat production and supply companies.
Depending on the activity being funded and the size of the company, state aid may amount to 30–65 percent of eligible expenses.
The state aid scheme was developed as part of the implementation of the “Green Industrial Park” national funding priority for 2026–2027 under the Modernization Fund. The ministry is currently preparing a proposal for the European Investment Bank regarding the use of 20 million euros from the Modernization Fund under this state aid scheme. A call for proposals will be announced once the funding terms have been approved.
